BNPL Plans May Be Raising Retailers’ Prices

Merchant discount rates on BNPL products run materially higher than card interchange, and if retailers are embedding those costs into shelf prices rather than absorbing them, regulators and network operators face a structural argument for treating BNPL surcharging as a consumer harm — accelerating the case for bringing BNPL economics inside the existing regulatory perimeter rather than leaving them as a parallel, lightly governed rail.
