Oregon Proposes Guidance Requiring Nonbank BNPL Providers and Service Providers to Obtain State Lending Licenses
Oregon is closing the regulatory arbitrage that allowed BNPL players to scale without state lending licenses, and the structural implication for operators is that program managers and white-label infrastructure providers now sit inside the licensing perimeter alongside the consumer-facing brand — a direct challenge to the servicing-layer business models that powered BNPL's distribution growth.
